The Health White Paper published on 12th July 2010 revealed significant changes to the NHS structure. A key aspect of that change was the control of NHS budgets by GPs and abolition of PCTs. This is planned to take effect in 2012/2013. The White Paper specifically states that the government will not bail out underperforming GP practices and that GPs will be held to account by their consortia. This is a significant change and is likely to require GP practices to reform their ways of working.
